Michael Quinn Patton
An independent consultant who has been conducting program evaluations since the 1970s. Based in Minnesota, he was on the faculty of the University of Minnesota for 18 years and is a former president of the American Evaluation Association (AEA). His books include Blue Marble Evaluation, Developmental Evaluation, Developmental Evaluation Exemplars, Principles-Focused Evaluation, Qualitative Research and Evaluation Methods (now in its fourth edition), and Utilization-Focused Evaluation (now in its fourth edition), among others. He is a recipient of the Alva and Gunnar Myrdal Evaluation Practice Award and the Paul F. Lazarsfeld Evaluation Theory Award, both from AEA, as well as the Lester F. Ward Distinguished Contribution to Applied and Clinical Sociology Award from the Association for Applied and Clinical Sociology. Dr. Patton is an active trainer and workshop presenter who has conducted applied research and evaluation on a broad range of issues and has worked with organizations and programs at the international, national, state, provincial, and local levels.
Valentine Gandhi
An Implementation Scientist, Development Economist, Policy Advisor, Poverty and Livelihood Impact Evaluation Specialist, Tech4Good expert and Knowledge Manager, currently based between Jakarta and Nairobi, with over 19 years of interdisciplinary, quantitative and qualitative research, teaching/training and project management, M&E, Strategic consulting, knowledge sharing and capacity building and development experience at both field and policy level with various UN, CGIAR and Donor agencies. He is the founder of the The Development CAFE. He actively promotes innovation in M&E and Research. He is presently the Chief of Party for USAID/Indonesia MEL Support Platform for Social Impact. He also co-founded the Niras Digital Futures Hub and hosts the European Evaluation Society’s EvalEdge Podcast. He has worked in over 60 countries including conflict zones in various capacities.
The Development CAFE (DevCAFE), was created in 2001 as a virtual co-working space for development professionals. It is registered as an NGO in Kenya, India and Indonesia and has multiple projects that empower other NGOs, development professionals and local communities. Guided by the aim of bridging grassroots projects and policy makers, The Development CAFE Operates in different ways: as a think-tank/forum to exchange ideas; as research and evaluation capacity and support agency and Tech 4 Good laboratory. It is a self funded NGO and works to empower other NGOs and vulnerable communities as well as build capacity of government bodies. It owns and operates co working spaces and retreat centers in Asia an Africa. E – Dev is an initiative of the Capacity Building Unit of DevCAFE.
The Jordan Development Evaluation Association (EvalJordan) was established in 2014 as a Voluntary Organization for Professional Evaluation (VOPE). EvalJordan aims at improving evaluation practices and methods; supporting the government and civil society to make informed policies and decisions; encouraging and advocating the use of equity based and gender responsive M&E systems; and improving access to local, regional and international expertise and professional events in the area of monitoring and evaluation.

Blue Marble Evaluation in the Context of COVID-19 – (45 mins presentation 15 mins Q&A)
The global pandemic has demonstrated the importance of thinking globally and acting locally. Blue Marble Evaluation looks across geographic, sector, and agency boundaries to examine how evaluators can bring a global perspective to their evaluation work. This includes extracting lessons for evaluation from the global pandemic.
Session 2
Alternative Evaluation Criteria (45 mins presentation 15 mins Q&A)
The OECD/DAC evaluation criteria were developed for project and programme evaluations before the global climate emergency was centre stage and before the global coronavirus pandemic. These crises have led to calls for global systems transformation. Evaluating systems transformation is different from evaluating projects and requires different evaluation criteria. This session will present alternative evaluation criteria for evaluating systems transformation.
Session 3
Practical tips for conducting effective MEL when the field has become online (45 mins presentation 15 mins Q&A)
Face to face interaction has become near impossible in the COVID era, we use new technologies and tools for data collection and monitoring, such as Zoom, Google meets, WhatsApp and others. This session will discuss the challenges and opportunities to conduct effective monitoring, evaluation and learning considering the field becoming ‘online’ rather than face to face. Soft skills, software, hardware, and ethical considerations will be discussed drawing from Blue Marble Evaluation perspective.
