In September 2016, ASEAN adopted the Master Plan on Connectivity 2025 (MPAC) with a vision to achieve a seamlessly and comprehensively connected and integrated ASEAN that will promote competitiveness, inclusiveness, and a greater sense of community. The diverse nature of MPAC 2025 initiatives and their links contributing to ASEAN Community-building and integration necessitates a multiple level analysis approach to assess the implementation, progress and impact of MPAC 2025 (i.e. input, output, outcome and impact). Monitoring and evaluation is thus a crucial tool that helps stakeholders track progress, identify and assess challenges, as well as develop and design corrective actions and support future decision-making.

The ASEAN Connectivity Division (ACD) has the mandate to assist the ASEAN Connectivity Coordinating Committee (ACCC) undertake the monitoring, review and evaluation (MRE) process of MPAC 2025. Utilising the Operational Guide for the MRE of MPAC 2025 developed in 2019, the MRE exercise is expected to produce several deliverables such as regular reporting to the ACCC and annual Progress Review Report.

With the cross-cutting nature of MPAC 2025, the MRE process involves diverse stakeholders in data collection and reporting, including relevant desk officers in the ASEAN Secretariat. An enhanced capacity of relevant officers involve in the MRE process will promote greater transparency and accountability in the overall implementation of MPAC 2025.

  • To enhance capacity of ACD and relevant divisions in ASEAN Secretariat to undertake MRE, including through utilization of the Operational Guide for the MRE of MPAC 2025.
  • To enhance capacity of ACD and relevant divisions in ASEAN Secretariat on impact assessment and analysis with a focus on physical, institutional, and people-to-people connectivity.
  • To enhance capacity of ACD and relevant divisions in ASEAN Secretariat to prepare and develop MRE reports as well as communicate MRE results.

Valentine Gandhi

Lead Trainer, The Development CAFE

This training is led by Dr Valentine J Gandhi. He is a Senior M&E and Policy Advisor with over 18 years’ experience in Asia and Africa (including conflict zones such as Somalia) designing and developing evaluation, research and implementation projects for multiple donors, UN agencies, research institutions and governments. He is an expert in using ICT4D evaluation and use of mixed and innovative methods, particularly in designing, implementing and managing and analyzing complex and large-scale evaluations and datasets, (including large scale agricultural projects in India, Zambia, Somalia, Indonesia and Kenya). He is also a master trainer and capacity builder and facilitator. He is an expert in Economic, Geo spatial and Social Analysis tools and techniques, including software such as SAS, STATA, R, Python, SPSS, Arc GIS, OSM, Web GIS and Atlas TI. He has a PhD in Economics and Sociology. He is currently based in Jakarta and Nairobi setting up evaluation frameworks for multiple agencies, as well as organizing capacity building workshops in complex evaluations across Africa and Asia Pacific. His most recent assignment was for setting up a MEL Platform for USAID Indonesia’ next 5 year Plan (CDCS), Immediately prior to that he was involved in conducting baseline for DFID’s prosperity Fund, aimed at promoting local companies in 7 countries to promote trade, tourism and economic opportunity. He designed an online system for data capture among multiple stakeholders from the private sector. He also set up Smart Agriculture Program to cover nearly 1 million farmers in Vietnam and Cambodia. He developed a system to streamline their data sources both quantitative and qualitative into a commonly analyzable database that can track trends across all the country interventions with uniform indicators, which would directly contribute to the program strategy of the ministries of health in 28 nations. Ida Yamaswari

Co Trainer, The Development CAFE

Ms. Ida Ayu Cintya Yamaswari – Monitoring and Evaluation professional with more than 7 years of solid experiences in comprehensive M&E spectrum from M&E capacity assessment. Mixed methods analysis, developing theory of change and results framework; identify questions and measure/indicator, setting up national M&E methods, design, system/plan, and instrument; M&E capacity building and promotion of use; managing M&E at policy, program, project, and field level; QA/QC of activity/project proposal and collection of evidence. Practical experiences on prospective and formative evaluation design, and sound concept on summative. Most recently she supported the UKCCU-funded Papua spatial planning project as MEL Advisor, and Deputy Team Leader for UKCCU-funded Evaluation Management Unit to the Forest Land Use Governance (FLAG EMU) project. She served as Team Lead for multiple evaluations for GIZ Indonesia and was M&E Advisor the M&E division of USAID Jalin Project. Before that she managed the M&E team for KOMPAK – Governance for Growth (DFAT funded project). She has been in DevCAFE since June 2016 on consultancy mode. She did her MSc in Lund University Sweden and worked in Ethiopia on multiple agricultural projects. Please refer to CV for full details of work experience. She is fluent in English and Indonesian and will also support the lead consultant in training in local language as well as writing the reports in Indonesian.
